West End Connectors wins contract for Eglinton Crosstown West extension project

Infrastructure Ontario (IO) and Metrolinx have awarded a fixed contract of CAD $729.2 million to West End Connectors to design, build, and finance the tunnels for the Eglinton Crosstown West Extension (ECWE) Advance Tunnel Project, which is projected to begin in spring 2021.

Following an open, fair, and competitive procurement process, which was overseen by a third-party fairness advisor, West End Connectors submitted the proposal that delivers the best value for Ontario taxpayers.

The West End Connectors team includes:

  • Developer: Aecon Infrastructure Management Inc., Dragados Canada Inc., Ghella Canada Ltd.
  • Design: TYPSA Inc., EXP Services Inc.
  • Construction: Aecon Infrastructure Management Inc., Dragados Canada Inc., Ghella Canada Ltd.
  • Financial: ACS Infrastructure Canada, Aecon Concessions, Scotiabank Capital, Ghella Investments & Partnerships

The ECWE Advance Tunnel Project is the first phase of work for the 9.2 km extension of the Eglinton Crosstown light rail transit (LRT), which will be known as the TTC’s Line 5. The extension will run mainly underground, westward from the future Mount Dennis station to Renforth Drive. Starting with the approximately 6-km tunnelling phase of work allows a significant portion of the extension to move forward on an accelerated timeline, with major tunnel boring works to start in spring/summer of 2022. A separate contract will be issued in the future for the balance of the work, which includes building the stations, fitting-out the tunnel, and installing and commissioning the systems to put the LRT in service.

Once complete, the ECWE will connect to different transit services, including the GO Kitchener Line and UP Express train service at Mount Dennis, TTC bus services at transit stops in Toronto, and GO and MiWay bus services via the Mississauga Transitway.
