ORBA announces new COO

November 24, 2017 – ORBA is pleased to announce that David Caplan will be joining the Ontario Road Builders’ Association as chief operating officer effective Monday December 4, 2017.

A familiar name in our industry, David brings his extensive knowledge of our infrastructure sector and strategic leadership experience to ORBA.  David is best known as Ontario’s first Minister of Infrastructure where he led the development of Renew Ontario, a $30 investment plan and began Ontario’s infrastructure renaissance.He introduced new financing and delivery models (AFP) into Ontario and created Infrastructure Ontario.He later served as Minister of Health and Long Term Care.  After leaving Queen’s Park in 2011, David assumed the role of Vice Chair of Global Public Affairs, Canada’s largest independent public relations firms, where he continued, through consultancy, his solid working knowledge of current issues in our business environment.

David has achieved recognition for his work in the public sector and is a recipient of the Daniel Burnham Award for a Comprehensive Plan (American Planning Association), Leonard Gertler Award of Distinction, Excellence in Planning Award (Ontario Professional Planners Institute) and the Award for Planning Excellence (Canadian Institute of Planners).  He is an active community volunteer serving on numerous board of directors including Epilepsy Toronto and the Yee Hong Foundation.

David is extremely excited by the opportunity to build on ORBA’s foundation and to be a leading force in achieving our goal of becoming the voice of civil infrastructure in Ontario.
