Remembering former ORBA COO David Caplan

July 31, 2019 – Mississauga, Ont. – It is with deep sadness that the Ontario Road Builders’ Association (ORBA) received the news of the sudden passing of former ORBA Chief Operating Officer David Caplan on July 24, 2019.

ORBA was privileged to call on the services of Caplan, whose knowledge of Ontario’s infrastructure sector was unsurpassed. He was the Chief Operating Officer of ORBA beginning in November 2017 through July 2018.

“The construction industry and the ORBA community in particular, are shocked and saddened to hear of David Caplan’s passing,” said Bryan Hocking, ORBA’S Chief Operating Officer. “On behalf of our president, Steve Smith, our Board of Directors and ORBA members and staff, we offer our deepest and heartfelt sympathies to his wife and family.”

Under Caplan’s leadership as Minister of Infrastructure from 2003 to 2007, several initiatives were set in place that lead to the modernization of the province’s infrastructure. Known for his generous and friendly nature, he often spoke endearingly of his beloved family and was passionate about politics and community. Caplan is survived by his wife, Leigh Caplan, two sons, Benjamin and Jacob, his parents, Wilfred and Elinor Caplan (Liberal MPP 1985-1997), one sister, Meredith Caplan, and two brothers Mark Caplan and Zane Caplansky.
