Ontario government issues RFP for digital records system on soil, water, and contamination

May 31, 2023, TORONTO – A request for proposals (RFP) has been issued on behalf of Infrastructure Ontario (IO) and the Ministry of the Environment, Conservation, and Parks (MECP) for a team to deliver a new digital records system. The new system, when launched, will aim to improve response times for Freedom of Information requests regarding soil, water, and contamination on properties across Ontario.

The RFP comes as part of the Modernization of Property Information Program and is currently in the first phase of the project. IO, MECP, and a third-party fairness monitor will evaluate teams based on their experience and qualifications in delivering similar projects.

Following this process, IO and MECP will build a shortlist of qualified proponents to help in building, maintaining, and operating the program on behalf of the ministry. Teams will receive bid documents and an invitation to attend commercially-confidential meetings for the purpose of refining and submitting their proposals.
