Infrastructure Ontario looks for Highway 3 project team submissions

Looking to expand Highway 3 in the County of Essex, Ontario (Ont.), Infrastructure Ontario (IO) and the Ministry of Transportation (MTO), have released a request for qualifications (RFQ) to prequalify project teams to deliver the expansion as a public private partnership (P3) project.
Expanding approximately 15.6 kilometers, the Highway 3 Expansion project will have the road widened from two to four lanes from the Essex to Leamington, which is 1.2 kilometers east of Essex Road 23, to 1.1 kilometers east of Essex Road 34.
IO and MTO will evaluate all RFQ submissions to prequalify project teams with the relevant design, construction, and financing experience. Teams that qualify will be able to respond to a request for proposals (RFP), which is anticipated to be issued in fall 2021.
